Staff
Lynn Smith
Lynn Smith serves as the District’s General Manager. He is responsible for implementing all facets of the District’s operations as directed by the District’s Board. He has been with the District since 2015. Prior to that, he worked for a Texas engineering firm and managed groundwater, utility, and geo-hazard projects in more than 10 states. Mr. Smith earned a master’s degree in Environmental Science from Tarleton State University and is licensed in Texas as a Professional Geoscientist.
Shaylee Rose
Shaylee Rose is interning with the District. She graduated from Memphis High School in 2022 and currently attends college at University of North Texas. She primarily works with the District’s well database but occasionally gets to work in the other parts of the District’s activities.
Kimber Bawcom
Kimber Bawcom began an internship with the District in 2020 when she was a senior at Wellington High School. She is now a student at Tarleton State University but returns to assist the District with water level monitoring and meter inspections. Go Texans!

About MGCD
The District was created in 1985 by the 69th Texas Legislature (HB1148) with the local confirmation election being held in November 1986.
Board of directors
MGCD is governed by a Board of eight elected Directors. Each Director represents a Precinct as shown on the map below.

The District’s Rules are a formal document that describes the legal tools used by the District to achieve the objectives within the Management Plan.
District Services
MGCD offers many services to the community. Water quality testing, well siting, and educational presentations are some of the frequent services provided.
