Whitney Wiebe
Whitney Wiebe serves as the District’s General Manager. She is responsible for implementing all facets of the District’s operations as directed by the District’s Board. He has been with the District since 2015. She served as the admin assistant from 2015-2020. She then worked at Gateway Groundwater Conservation District as the Assistant Manager from 2020-2022 before coming back to Mesquite GCD in the spring of 2022.
Samantha Bohannon
Samantha Bohannon serves as the Admin assistant. She was hired in the fall of 2024. She comes to the District from working at the Collingsworth County CAD. She also works as a field tech.

About MGCD
The District was created in 1985 by the 69th Texas Legislature (HB1148) with the local confirmation election being held in November 1986.
Board of directors
MGCD is governed by a Board of eight elected Directors. Each Director represents a Precinct as shown on the map below.
District Rules
The District’s Rules are a formal document that describes the legal tools used by the District to achieve the objectives within the Management Plan.
District Services
MGCD offers many services to the community. Water quality testing, well siting, and educational presentations are some of the frequent services provided.
